Zarek is ex-terrorist (or freedom fighter - I'm not quite sure). And someone important in the totally ineffectual government that the military keeps ignoring. Oh and he was on a prison ship and is now lord of the prisoners. Or the flies - I'm not that sure as we haven't seen him for a bit.
