I am not sure you can make Torchwood look good...
I wonder what's behind the shift in the portrayal of UNIT especially as it doesn't really have a lot of payoff yet. I can think of lots of ways you could point out the same problems with the loss of civil liberties from the actions of governmental organizations without portraying the one global organization they've got as rather sinister.
